Tall hats were one of the first to go. Maneuvering dense woodland with shakos was not efficient. You cannot intimidate a blind enemy with your appearance. You cannot intimidate an enemy that cannot feel fear. Hats were not necessary. Men chose if they wanted the cap. Caps are cheap. Practical. They are the headwear of the third estate, the working poor. When times actually became hard, the men in charge turned away from flaunting status and took the good, practical ideas of the poor.
